11.2.6.2 – Basic Security Awareness Training (BSAT)
Training of persons other than passengers requiring unescorted access to security restricted areas.

At the end of this training, learners shall be able to demonstrate the following competencies:

Knowledge of previous acts of unlawful interference with civil aviation, terrorist acts and current threats. Awareness of the relevant legal requirements and knowledge of elements contributing to the establishment of a robust and resilient security culture in the workplace and in the aviation domain, including inter alia, insider threat and radicalisation. Knowledge of the objectives and organisation of aviation security, including the obligations and responsibilities of persons implementing security controls. Understanding of the configuration of the screening checkpoint and the screening process. Awareness of access control and relevant screening procedures. Knowledge of airport identification cards used at the airport. Knowledge of reporting procedures
and ability to respond appropriately to security related incidents.

11.2.7 – General Security Awareness Training (GSAT)
Training of persons requiring general security awareness

General security awareness training shall result in all of the following competencies:

Knowledge of previous acts of unlawful interference with civil aviation, terrorist acts and current threats. Awareness of the relevant legal requirements and knowledge of elements contributing to the establishment of a robust and resilient security culture in the workplace and in the aviation domain, including inter alia, insider threat and radicalisation. Knowledge of the objectives and organisation of aviation security in their working environment, including the obligations and responsibilities of persons implementing security controls. Knowledge of reporting procedures. Ability to respond appropriately to security related incidents.

Each person undergoing general security awareness training shall be required to demonstrate understanding of all subjects referred to in this point before taking up duty.

11.2.3.9 - For those applying security controls to secure air cargo & mail (Anyone who has access to secure air cargo & mail)

Learning Outcomes:

Obligations of those implementing security controls, Procedures for Access control & Access Challenge, Knowledge of the Legal Framework for Aviation Security, Knowledge and Understanding of the importance of reporting in the aviation industry and how to implement reporting effectively, Knowledge and understanding of the Secure Supply Chain, including Secure supply chain security controls, responsibilities and paperwork, Knowledge of the threats posed to the air cargo sector including insider threat & radicalisation, Knowledge of prohibited articles and the ability to respond appropriately to the detection of prohibited articles, Knowledge of the transport requirements and how to ensure that secure air cargo is kept secure along the supply chain.

11.2.3.10 - For those applying security controls to airport supplies, inflight supplies or air carrier mail & materials

Learning Outcomes:

Obligations of those implementing security controls, Procedures for Access control & Access Challenge, Knowledge of the Legal Framework for Aviation Security, Knowledge and Understanding of the importance of reporting in the aviation industry and how to implement reporting effectively, Knowledge and understanding of the Secure Supply Chain, including Secure supply chain security controls, responsibilities and paperwork, Knowledge of the threats posed to the aviation sector including insider threat & radicalisation, Knowledge of prohibited articles and the ability to respond appropriately to the detection of prohibited articles, Knowledge of the transport requirements and how to ensure that secure supplies are kept secure along the supply chain.

11.2.3.2 – Specific Training of persons implementing screening of cargo and mail

Expanding on the learning outcomes from 11.2.3.9, this training is for persons implementing screening of cargo & mail in the aviation industry.

The learning outcomes of this training includes knowledge and ability to identify prohibited articles, knowledge and awareness of the legal requirements to implement security screening, knowledge and ability of the screening methods
used, x-ray image interpretation, x-ray ability, functions & limitations, ability to carry out appropriate hand searching techniques, ability to operate and carry out explosive trace detection, knowledge and awareness of transport requirements, knowledge of emergency response procedures and much
more.

This training course has a variety of teaching methods including on the job training and several assessments.

11.2.3.3 - Specific Training of Persons implementing Security Screening of Airport Supplies, Inflight Supplies or Air Carrier Mail & Materials
Expanding on the learning outcomes from 11.2.3.10, this training is for persons implementing screening of airport supplies, inflight supplies or air carrier mail and materials in the aviation industry.

The learning outcomes of this training includes knowledge and ability to identify prohibited articles, knowledge and awareness of the legal requirements to implement security screening, knowledge and ability of the screening methods used, x-ray image interpretation, x-ray ability, functions & limitations, ability to carry out appropriate hand searching techniques, ability to operate and carry out explosive trace detection, knowledge and awareness of
transport requirements, knowledge of emergency response procedures and much more.

11.2.4 - Specific training for persons directly supervising persons implementing security controls (supervisors)

Learning outcomes:

Expanding on the outcomes of 11.2.3.9 / 11.2.3.10, Supervisors need to ensure that they have knowledge and understanding of the security controls being applied, ensure that security controls are being applied effectively, have the ability to respond to reports and security related incidents effectively, further understanding of supply chain security, Implement effective supervision of staff applying security controls, Effective management of conflict between staff, understand the importance of effective rostering and break times, knowledge and understanding of the limitations of security controls, equipment and methods used, demonstrate the ability to provide mentoring and on the job training to others.

11.2.5 - Specific training for persons with general responsibility at national or local level for ensuring that a security programme and its implementation meet all legal provisions (security managers)

Learning outcomes:

Expanding on the outcomes of 11.2.3.9 / 11.2.3.10 / 11.2.4, Security Managers need to ensure they have a full knowledge and understanding of the legal requirements for aviation security including EU Regulations and National (NCASP), knowledge and understanding of implementing an effective security culture, knowledge and understanding of how to implement effective reporting procedures, knowledge and understanding of the threats posed to the air cargo security industry and how to mitigate such threats, Knowledge and understanding of the importance of implementing risk assessments, audits and testing of security controls being applied, knowledge and understanding of background check requirements etc, Knowledge and understanding of the training requirements in accordance with the NCASP, Knowledge of internal, national and union quality control, Knowledge and understanding of the Regulated entity Security Programme requirements, demonstration of the ability to provide mentoring and on the job training to others, knowledge and ability of how to respond appropriately to security related incidents and the reporting procedures to the appropriate authority.
